Drag Hesitation or Change of Direction?

Hello, in the International Style Waltz list, the Slow Waltz Syllabus Nb 25 "Drag Hesitation" refers to the Change of Direction" video.
Is it on purpose?
Is it the same figure?

Does n't a Change of Direction Start on the man's L.F. with a forward Step. And the Drag Hesitation is on the man's left foot going backwards, after the first Three of a Natural. Incidently the Change of Direction was originaly a Foxtrot Step.
